A Guide to Guernsey’s Planning Permission Process
Understanding planning permission requirements is important when you’re considering renovations, property development or any structural changes to a building in Guernsey.
So, what do you need to know?
Step 1: Check if Planning Permission Is Required
Confirming whether your project needs planning permission is an important first step. Some minor works can be carried out without requiring planning permission – these exemptions are categorised into 13 different classes. Even if your project is exempt from planning, building regulations will still need to be met so you might still have to apply for a building licence.

Step 2: Seek Pre-Application Advice if needed
If you are unsure whether your building work requires planning permission or it isn’t clear which planning policies apply to your project, a pre-application enquiry can be useful. It doesn’t guarantee planning permission, but it can identify potential issues, clarify policies, and helps you budget for planning fees.
Step 3: Prepare Drawings and Documents
A successful planning application in Guernsey requires comprehensive documentation including:
- Site plans and elevations
- Design and access statements
- Depending on the project supporting reports may be required. These can include sustainable checklists, waste management plans and statements of significance if the building is protected.

Step 4: Submit Your Application
Applications can be submitted via the Planning Service website or in person at Sir Charles Frossard House. Once submitted, the typical review period takes 8–10 weeks.
Step 5: Public Consultation and Neighbour Notifications
Once your application is valid, your neighbours and the public are notified of you proposed plans to allow feedback. This notification is via a physical site notice which needs to be clearly displayed at the site and the proposed plans will also be published on the States of Guernsey website.
We recommend letting your immediate neighbours know about your proposed plans so you can answer any questions they might have.
Step 6: Planning Officer Review and Site Visit
A planning officer will assess your application, check compliance with Guernsey’s planning policies and visit the site if needed. Officers may request additional information to clarify aspects of your proposal.
Step 7: Decision Issued
After review, the Planning Service issues a decision:
Granted: This means the planning permission is approved. This is often with conditions attached. Once approved the permitted work must start within three years or the permission will cease to have effect.
Refused: This means your application is not approved but you can appeal this decision. The appeal process allows you to address concerns raised by the Planning Service and submit additional evidence to support your case.
